The Association of Public Safety Communications Officials  International has released the second-edition report on the findings completed by the ProCHRT task force.

The ProCHRT task force was established in 2009 to deal with the various human-resources issues facing America's public- safety communications centers, including basic training requirements, proper shift work alignment and years of service required to receive a full retirement.

The first two years of the study found the overall "National Grade by Category" is an F based on comprehensive research. While progress has been made since the release of interim 2010 ProCHRT report, it is still insufficient to consistently, comprehensively and sufficiently support the critical mission and public-safety communications professionals.

ProCHRT found no national mandated training requirements supporting the 911 public-safety communications professionals exist and no state was found to mandate training requirements that meet or exceed the Minimum Training Standards for Public Safety Telecommunicators. Emergency Medical Dispatching (EMD) is repeatedly found to be a local initiative with little or no support from a national or individual state perspective. Retirement benefits commensurate with the public safety contribution of these individuals are nonexistent.

The task force concluded that the nation would rank an F in their ability to support and recognize the professionals in public safety communications.
