Utilities considered `public safety'

The FCC ruled in favor of UTC when it announced that non-commercial systems used by utilities and pipelines should be included in an expanded definition of "public safety radio services."
The decision means that these entities will not be required to obtain future internal spectrum exclusively through FCC spectrum auctions. The ruling was adopted Nov. 9 during the FCC's open meeting. The decision also included welcome relief from auctions for existing private land mobile (PLMR) frequency bands, although future PLMR spectrum will be auctioned.
