Two-and-a half years after Morgan O'Brien, chairman of Cyren Call Communications, first floated the idea of a nationwide wireless broadband network that would be built on commercial and public-safety spectrum in the 700 MHz band in a public/private partnership, there are still more questions than answers.

Chief among them are: What will it take to get commercial carriers interested in the D Block spectrum that failed to attract a single qualified bid in the first auction held earlier this year; and what needs to occur to ensure widespread public safety usage of the network?

Wireless consultant Andrew Seybold tackles the first question, while public-safety communications expert Charles Werner answers the second.
