The Association of Public-Safety Communications Officials named Harlin McEwen, chairman of the International Association of Chiefs of Police Communications and Technology Committee, and Steve Souder, director of the Fairfax County (Va.) Department of Public Safety Communications, as recipients of its Leadership in Advocacy Award. The award will be presented at APCO’s Second Annual Public-Safety Communications Leadership in Policy Awards Dinner in Washington, D.C., on April 11.

McEwen has served as a patrol officer, deputy sheriff, police sergeant, and police chief during his law enforcement career, as well as deputy commissioner of the New York State Division of Criminal Justice Services, director of the Bureau of Municipal Police and as a deputy assistant director of the FBI.

Souder began his career at the District of Columbia Fire Department and has been involved in the inauguration and funeral of President Kennedy, the civil disturbances following the assassination of Dr. Martin Luther King, Jr., the shooting of President Reagan in 1981 and the Washington, D.C.-area sniper incident in 2003, among others.
