Report: Bush to nominate McDowell for last FCC spot

Telecom lawyer Robert McDowell is expected to be President George W. Bush’s nominee to be the third Republican on the FCC, according to a Reuters report.
Currently senior vice president and assistant general counsel at CLEC trade association Comptel, McDowell was a member of the legal team for Bush-Cheney during the 2000 recount deliberations in Florida that determined the outcome of the presidential election that year.
With a Republican president, the partisan breakdown of the FCC typically would be three Republicans and two Democrats. But the FCC has had two Republicans and two Democrats since former Chairman Michael Powell resigned in March 2005.
