Here is a suggested process to help states make FirstNet opt-in/opt-out decision
END POINTS
End1: Opt-In/FirstNet deploys state RAN: If a state reaches this end point, it has either made the decision to Opt-In, has not communicated a decision, or has failed in its attempt to Opt-Out. It is important to note this outcome is binding for all agencies within the individual state. It is also important to note use of the FirstNet network is not mandatory for any agencies. All public safety agencies will still have a choice to subscribe to FirstNet, subscribe to a commercial service provider, or not utilize broadband data services.
End2: Opt-Out/State deploys state RAN: If a state reaches this end point, it has successfully navigated the Opt-Out process, received approval for its alternative plan, received acceptable grant funding to assist in the build out of the RAN, and negotiated a spectrum lease agreement with FirstNet. The state now has the approval to execute its alternative plan and deploy, manage and operate its state RAN design that connects to the FirstNet core and becomes an integral part of the FirstNet network. Similar to the Opt-In result, individual agencies within the state will still have the choice to subscribe to FirstNet, subscribe to a commercial service provider, or not utilize broadband data services.
