D’Agostino expressed confidence in the cost assumptions made in the roadmap but acknowledged that the revenue assumptions are more difficult to estimate.
“Perhaps the most important assumption in our models to date is the value of secondary use of excess network capacity through covered lease agreements,” D’Agostino said. “Focusing on, and being successful in, public-private arrangements to realize this value will be an important aspect in executing a sustainable business model.”
FirstNet leadership believes that most assumptions can be validated by executing the program roadmap prior to finalizing state network plans, D’Agostino said.
D’Agostino also stressed that FirstNet should be prepared to make adjustments to the program roadmap, if necessary.
“As we travel along our roadmap, we may determine some of our assumptions were flawed, and change our course accordingly,” he said. “We may change the order of or the actual roadmap milestones themselves as a result.
“Nevertheless, we believe we have charted a course to prove out a successful FirstNet for public safety.”
Additional details about the roadmap will be made available “in the coming months,” D’Agostino said.
