Next-Generation 9-1-1 (NextGen 9-1-1) is one of the most broadly discussed yet narrowly understood subjects within the public-safety community. It is a topic that elicits both excitement and trepidation among emergency-communications professionals. While there is a significant amount of valuable work being done within the industry to define what the end-state architecture will look like, many decision makers are unclear about how to get started.
Given the current 9-1-1 environment, the demands on the legacy system, the expectations of the public and the overwhelming departure from analog technology in modern communications, the migration to NextGen 9-1-1 technology is essential. It is so critical that, in 2008, the federal government passed The New and Emerging Technologies 9-1-1 Improvement Act, which called for “a national plan for migrating to a national IP-enabled network capable of receiving and responding to all citizen-activated emergency communication and improving information sharing among all emergency-response entities.” While the legislation does not mandate the migration, it does encourage public-safety answering points (PSAPs) to begin the process.
