The hosted service being offered by Intrado and Positron is analogous to leasing a car. Most people, I think, would prefer to purchase their cars outright. But some, because of their financial situations, can’t do that, and leasing is their only option.

Nearly always, when those in need dial 911, the system works flawlessly. But there are times when it doesn’t, and that’s when the media jumps all over the situation, like white on rice.
