Congress should reallocate the 10 MHz commercial D Block spectrum in the 700 MHz band for public-safety use, the board of the Public Safety Spectrum Trust (PSST) — the nationwide license of the public-safety broadband spectrum adjacent to the D Block — voted.
APCO president elect Richard Mirgon spoke about the association’s request to allocate $15 billion for the proposed public-private partnership to build a nationwide wireless broadband network for public safety in he 700 MHz band and about the technology challenges APCO will face going forward.
A recent survey of 200 public safety communications officials and responders conducted by Motorola — in conjunction with APCO — indicated they were much more concerned about their ability to respond to natural disasters than to terrorist attacks or crime. This was just one of several surprises revealed by the survey.
Although FCC officials publicly announced most aspects of the 700 MHz order in a variety of forums before the document was released, one notable surprise in the order was language stipulating representation on the public-safety licensee board of directors.
